This report summarizes the activities of the Council of Europe from 1975 to 1980 in four areas: criminal law and procedure, criminal policy and the prevention of crime, the treatment of offenders, and criminological research.
Abstract
Activities relating to law and procedure focused on the topics of extradition and mutual assistance, the application of Council of Europe Conventions, terrorism, the punishment of traffic offenses, the control of firearms, the theft and destruction of works of art, and victim compensation. Additional efforts included an examination of the contribution of criminal law to the protection of the environment and the offering of seminars for judges. Committees in the other major areas considered the relationship between the public and crime policy, police-community cooperation in crime prevention, decriminalization, economic crime, violence, and the relationship of social change to juvenile delinquency. Also examined were the handling of dangerous prisoners, foreign nationals in prison, prison leave, and minimum standards for the treatment of prisoners. The Council of Europe also sponsored a variety of seminars, meetings, and conferences.
