Police unionization is discussed in terms of the history of police strikes and unions, the emergence of collective bargaining in public service and how public managers should resolve ensuing dilemmas, and reasons for police unionization. An examination of the law and labor relations specifically looks at the effect of the Equal Employment Opportunity Act of 1972 on public safety agencies, basic principles of labor law for the public safety labor relations specialist, and the right of public safety employees to join labor unions. Other sections are devoted to the fundamentals of and preparation for collective bargaining; strategy, techniques, and tactics of collective bargaining; costing the economic package; and drafting the police labor contract. Concluding sections focus on impasse resolution, police strikes and job actions, administration and grievance resolution, and due process and discipline. Case citations are supplied.
