This study of geographic distribution of juvenile delinquency in Jaffa is based on an analysis of offenders brought before the local juvenile court in Jaffa, Israel, in 1971.
Abstract
As many as three quarters of the crimes committed by these juveniles were against property, while 10 percent were traffic offenses and 7.5 percent offenses against the public order. A number of indices showed that delinquency rates are closely correlated to low socioeconomic status. They tend to be highest in the central, older part of town and decrease in a series of concentric circles towards its outskirts. However, a particularly high level of delinquency was also found in the apartment blocks on the border of Jaffa and Bat Yam, suggesting that better housing also cannot solve the problem. The high rate of delinquency among Arab youths may be due to factors working within the minority community, or discrimination by the institutions of the wider society. (Author abstract modified)
