This article describes the cost-cutting measures being taken at Louisiana State Penitentiary due to the State's fiscal difficulties.
Abstract
Despite basic service requirements mandated of the corrections system by the courts, a $2 million cut was necessary in the current budget of the State's major correctional institution, accomplished primarily by trimming back on supplies and equipment expenditures. Other measures include eliminating staff overtime, postponing hiring for vacant staff positions, participating in the Federal food program, and emphasizing equipment maintenance to forestall replacements. The problem is compounded by public attitudes determined to increase the inmate population but unwilling to pay the financial costs. To accommodate newly committed inmates, several Louisiana institutions have instituted double bunking. Public education efforts should be more concerned with depicting the fiscal realities of incarcerating more and more offenders. Photographs are provided.
