This study recommends converting the Addiction Research Center adjacent to the Federal correctional facility (FCI), Lexington, Ky., to a secure, single sex facility; changing the proposed mission of Danbury Satellite Camp to a camp for women; and changing the mission of FCI, Alderson, W. Va., to a cocorrectional facility.
Abstract
The option selected favorably addresses several of the issues raised concerning FCI, Alderson. Under the proposed plan, improvements are anticipated in visiting, proximity to release destination, and programs and services. The confining of female inmates in oversecure environments is largely eliminated. Capital costs will be minimal, and operating costs will be less than the current level at FCI, Alderson. Other options considered are discussed. The appendixes contain information on the physical capacity of options, the demographics on Federal female offenders, female inmates by security level by region, surplus facility site investigations, capital cost estimates, operating cost estimates, and staffing requirements for options.
