An explanation of the rationale for developing formal written procedures for use by patrol officers in responding to calls regarding spouse abuse accompanies step-by-step procedures for handling domestic conflict calls.
Abstract
The procedures aim to provide officers guidance on the range of successful intervention techniques for handling any criminal violation, protecting the victim, and ensuring the safety of the officer. They include the alternatives available for dealing with a given situation, the factors to consider in choosing among the available alternatives, and the relative weight each factor should have. Advice on the intervention process covers the receipt of the call, arrival at the scene, approaching the conflict scene, gaining entry, handling violence in progress, establishing control, assessing the situation, caring for the victim, interviewing the assailant, and interviewing witnesses. Guidelines on the disposition process cover felony assault, misdemeanor assaults, and threatened assault and focus on how to take the suspect into custody, gathering evidence, filing of reports, and referrals. Five reference notes are included.
