This document presents plans for three new program facilities for the Arkansas Department of Corrections, specifying the essentials for complying with current court orders and management of the Arkansas prison population.
Abstract
One facility will be a diagnostic unit providing a modern process of intake, orientation and classification, centralized medical and health services, and work industry programs. A special programs center is also proposed for concentrated services for medically and mentally disabled inmates requiring ongoing or temporary protection outside mainline prisons. The third facility, the Wrightsville Unit, is intended to house minimum security inmates for work and prerelease as well as industries. Together, the facilities will have nearly 800 beds and will substantially aid the State's efforts to have a constitutional corrections system which is manageable, legal, and safe, and humane. Each of the three facilities is described in terms of philosophy, program summary, facilities, security, programing, and budget. A technical report comprises inmate profile methodology, inmate profile, inmate questionnaire, profile summary and conclusions, and classification.
