Program administration was reviewed at the Division's central office and at the Albany, Buffalo, and New York City area offices. Tests were performed on randomly selected parolee case records for compliance with Division policy, standards, and guidelines for casework service. The audit also reviewed selected aspects of the Division of Criminal Justice Services' administration of its parole registration system. The Division of Parole and the Division of Criminal Justice Services' (DCJS) developed a computerized parole registrant system in 1979 to provide for the registration for each parolee on the DCJS computer system. The DCJS and the Division's files did not agree, meaning that all persons who should be under parole supervision may not be known to the Division. Except for the special supervision program begun in the spring of 1979, measurable goals have not been established to evaluate the effectiveness of regular field parole supervision services. Further, the Division has not established caseload assignment standards for parole officers, and the Division has not enforced its standards and guidelines for such concerns as parole treatment plans and supervision contacts. The parolee officers generally have not been assessing parolee treatment needs, prescribing a treatment plan, and following up to determine compliance. Recommendations are offered to deal with these problems. Tables are included.
