It also emphasizes the need to evaluate existing measures and their effectiveness and to continue the search for new preventive and deterrent strategies. Under consideration are proposals for administrative actions within the existing framework of laws such as recommendations for increased public information and the elimination of unnecessary court appearances by police. Other changes proposed are legislative: license revocation upon the second drunk driving offense and required administration of the chemical test to drivers in serious accidents. The thrust of the legislature's efforts must continue to be to build a set of laws that will act as a more effective general deterrent to those who would otherwise drink and drive.
