Although the study was charged with recommending pre-architectural plans for a new replacement of the older facility, it focused instead on the available alternatives to incarceration. This decision was based on the rationale that, given sufficient community-based programs, there would be a corresponding reduction in the need for institutional facilities. This would save construction and operating costs, and contribute to the rehabilitation process. The types of existing programs assessed include detoxification centers, probation services, use of volunteers, work release, installment payment of fines, and a psychiatric clinic. The report also discusses court services and program and staff development, as well as the general rehabilitation of offenders. Tabular data are provided.
