In helping alcohol and drug abusers, the Community Concern for Alcoholism and Drug Abuse provided counseling, referral services, and other positive motivating programs. The agency also had the goal of reducing the crime rate through early detection of a return to drug involvement and other related criminal activity. The Community Crisis Center program provided shelter and services to victims of domestic violence and rape, while the Coordinated Services for Community Development targeted black youths and their families to provide counseling and referral services. The Elgin Area Chamber of Commerce was instrumental in helping local businesses spot bad checks and reduce losses from retail theft. This agency also established a court-watchers program to monitor the effectiveness of the judicial system in deterring crime. Services to abused children and their abusive or potentially abusive parents were provided by the Jayne Shover Easter Seal Center, and the Greater Elgin Senior Center provided the elderly with safe transportation and safe homes as well as other crime prevention services. The Juvenile Offender Restitution Program was established to serve first offenders by helping them develop more responsible behaviors, including the provision of work experiences for youth to earn money used to provide restitution to their victims. Finally, the Big Brothers Program provided fatherless boys with positive male role models. The progress reports on each of these programs detail program activities and monitoring results, as well as provide some of the publicity and printed materials used for the programs.
