This workbook has been developed to evaluate the adequacy of training and qualification (T&Q) plans for security personnel in nuclear reactor sites licensed by the Nuclear Regulatory Commission (NRC) in accordance with its regulations 10 CFR 73.55(b)(4) and 10 CFR 73.
Abstract
The guide details criteria used to assess T&Q plans and procedures to follow in applying these criteria. The first areas covered are: implementation schedule; suitability with regard to education, age, and no felony record; physical and mental qualifications; physical fitness qualification; contract security personnel; physical requalification every 12 months; and documentation. This section also addresses training and qualification plans, beginning with identification of crucial routine and contingency security tasks and moving to format of the task statement, maintaining all security personnel qualification records at the site, and responsibility for attesting to these records' veracity and security personnel's demonstrated abilities to perform their tasks. Additional criteria govern security knowledge, skills, and abilities, requalification, weapons training, and weapons qualification and requalification. The appendixes contain a set of standard licensee questions or requests referenced to the criteria, a sample set of evaluation findings which specify how the T&Q plans meet NRC requirements, discussions of selected criteria, and copies of questions and answers sent to licensees concerning applications of the criteria.
