This executive summary of a broad-scale self-evaluation of the operations of the Colorado Springs Police Department (Colorado), carried on in two phases, reviews the processes of implementing recommendations of study phase 1, which focused on patrol, and summarizes the second phase of evaluation and its concluding recommendations concerning all other aspects of police activities.
Abstract
The evaluation examined police case investigation reporting, and disposition practices; undercover investigation, airport security, traffic operations, tactical operations, training programs, career development, operations of the marshal's office, and organizational analysis. Among the major findings are that management capabilities and approaches need to be improved; that the department needs to commit itself to sustaining recommendations implemented in service delivery; and that the department needs to be reorganized to improve the budget and position span of control, management planning and control processes, and lines of authority.
