The development of the plan followed a systems approach which closely related staff development and plan development. A group of individuals who would be involved in implementing the plan received initial training in the systems approach to planning, implementation, and evaluation. An outside consultant provided direction to the planning process using a generalized planning model. After the master plan was completed, the superintendent of each correctional facility developed an implementation plan for that facility, stating goals and objectives, the means for achieving those objectives, the budget, the roles and responsibilities involved, the space and equipment to be used, the reporting system required from providers, the time schedule, and a schedule of classes. The seven major components of the master plan were the conceptual framework, analysis of the real life environment, assessment of needs, goals, evaluation of alternatives, a management implementation plan, and an evaluation procedure. The plan was scheduled for implementation starting September 1, 1982. One figure and 13 references are supplied.
