Testimony generally supports the concept of omnibus bills for reform and codification of the Federal criminal laws; however, disagreement exists about separating certain controversial issues, such as capital punishment, from omnibus legislation. Suggestions are offered for including certain provisions in omnibus legislation. In addition to a series of hearings focusing on comprehensive reform of Federal criminal law, hearings are devoted to the specific topics of the provision of counsel in grand jury proceedings and sentencing provisions, the death penalty as it relates to Criminal Code revision, grand jury reform, sexual offenses (eradication of spousal immunity for the most severe sexual offenses and the graduated offense structure), habeas corpus, and preventive detention. Hearings also give attention to aspects of correctional reform. Also included are the relevant bills and related written material and statements.
