The career development program proposed by the Orange County Police Benevolent Association for the Orlando Police Department (Florida) follows a multitrack concept, outlining a career ladder, transfer and selection procedures, and a career assessment process.
Abstract
The program initially calls for establishing a position for an accredited career counselor within the police department who is responsible for orienting new officers, meeting with all officers on a regular basis, apprising them of training and educational opportunities, and evaluating their skills and interests in relation to a career development plan. The program has six career levels, a merit-step program consisting of five steps, an educational incentive program, and a career development system that awards points which are converted into salary increases for training and college courses, language skills, job rotation, certification as medical technician, instructional credits, and training assignments. The career development program also established consistent, uniform, and impartial transfer and selection procedures and requires the department to offer Criminal Justice Standards Training Commission Courses and inservice training on a regular basis. Other provisions address the declaration of career development positions and detail career assessment procedures. Forms to use in career assessment are included.
