It is impossible for police and other justice agencies to formulate an effective crime control policy because criminal behavior is affected by too many factors outside their control.
Abstract
The author suggests a coordinating mechanism by which the resources of other relevant government departments as well as the citizenry may be mobilized for crime control. Such a mechanism, by combining the 'repressive face' with the 'welfare face' of modern government, may help to combat the malaise that seems to be characteristic of the contemporary welfare state.
