There were three major components to this project: an examination of a sample of 576 CRC residents, an examination of the reasons for denial for CRC applications, and interviews with institutional and CRC staff involved in CRC selection and programing. Study data indicate a potential for increased use of CRC beds. However, given the current economy and the inmates' limited marketable skills, it may be difficult to raise the numbers of employed residents. In accordance with housing a greater number of unemployed residents, existing programing for CRC residents would have to be expanded. If CRC counts are to be increased, the CRC population will have to include higher risk residents. The appendix presents data concerning the 576 Ontario CRC residents.
