The 22 jail standards and guidelines presented are used by the Juvenile Justice Committee in making its inspections and reviews of West Virginia jails. They address physical conditions and services, residents' rights, and jail administration.
Abstract
The standards are based on mandates of Federal and State constitutional principles prescribed by the courts and by law. Standards on physical conditions and services cover fire prevention, sanitation, food, ventilation and noise, lighting, physical plant, and personal hygiene. Areas governed by standards on residents' rights are: visitation, mail, telephone, medical services, recreation and activity, personal expression, communication, religion, personal property, reading material and access to legal information, and vocational and education programs. The final guidelines concern jail administration, with specific attention to inmate rules and discipline, security, staff conduct, grievance procedures, classification systems, inmate orientation, personnel, and jail management and records. The appendixes contain a fire safety checklist, a meal plan, a statement of juvenile rights, and sample forms.
