The period covered by this report is January 11, 1979 (the effective data of Title VII of CSRA) through September 1980. Also included for comparison purposes is grievance/arbitration activity for calendar year 1978, the final year of labor-management relations under the system of the Presidential Executive Order.
Abstract
The major sections of the report cover the definition and scope of the negotiated grievance procedure; employee option in prohibited personnel practices, removals or reduction in grade for unacceptable performance, and certain adverse actions; access to the negotiated grievance procedure; representation rights; grievance processing; and arbitration procedures. The appendixes contain the employee grievance form and a table for the identification of clauses.
