This survey of offenses, arrests, and law enforcement manpower in Minnesota for l982 documents decreases in both violent and property crime.
Abstract
The report first describes the Uniform Crime Reporting Program and indicates the number of law enforcement agencies contributing data. A statewide overview notes that the crime Index showed a 4.9-percent decrease from l98l, while the crime rate decreased 5.l percent. The clearance rates for total crime Index offenses remained stable at 20 percent. As in previous years, larceny was the largest category of serious crime reported. Violent crime accounted for 5 percent of all crime Index offenses reported in l982 and decreased 3 percent from l98l. Property crime decreased 5 percent, with all categories -- burglary, theft-larceny, motor vehicle theft, and arson -- showing decreases. Of the l22,l32 arrests reported for l982, 90,320 were adults and 3l,8l2 juveniles. The report surveys patterns in specific Part I offenses. Tables cover arson; crime Indexes for sheriffs' and municipal police departments; statewide offenses and clearances; a crime Index summary from l936-l982; and arrests categorized by age, sex, race, and specific kinds of narcotics arrests. Also supplied are regional and urban-rural comparisons and information on numbers of law enforcement employees, officers killed or assaulted, and officers' firearms discharges. Charts, maps, and a glossary are included.
