That program seeks to identify complex civil cases at an early stage and place them on an individual calendar while the major portion of the civil caseload is handled on a master calendar. By utilizing two distinct tracks -- one for complex cases and one for routine cases -- the Court seeks to apply its resources in proportion to the needs of each type of case and thereby maximize scarce judge time. This method of case differentiation and the application of more than one management system has implications for other courts trying to address the problems of diverse civil caseloads.
