The concept of 'working' in the sense meant here is that a person who commits a crime and who would otherwise be placed in prison is ordered to perform useful service to society.
Abstract
This section of the report is the first interim report. It mainly presents information on the services performed and those performig them. Two other interim reports are to be issued in 1983. The concept of the project is to replace the 'useless' spending of time in prison with 'useful' activities to benefit society. There is also the chance that this type of opportunity might 'attract' some people into the criminal system rather than helping more to get out of it. Finally, a summary is given of a poll taken of attitudes of lawyers and magistrates concerning this project, and it is compared to a similar poll taken in 1981.
