Early identification of inmates with possible mental or emotional disorders is essential for appropriate classification, treatment, and housing assignment and for the prevention of suicides, assaults, and health deterioration. The mental health program will be designed to provide crisis intervention, suicide prevention, stabilization of the mentally ill, and elective therapy services and preventive treatment where resources permit. Adequate psychiatric care is to be provided to inmate patients in a facility appropriate for such care. Procedures for appropriate referral; treatment; and use of medication, restraints, and seclusion will be followed. Written criteria will be developed for staffing, supplies, equipment, and space. Inmates in need of close supervision will be housed in special areas. Standards for coordination of services among city agencies are provided.
