This 1983 hearing conducted by a congressional subcommittee considered a proposed law which would provide for the transfer of the excise tax on handguns to a trust fund for the compensation of crime victims.
Abstract
The revenues from the current tax on pistols and revolvers were estimated to be $32 million in fiscal year 1983 and $34 million in fiscal year 1984. Speakers testifying at the hearing included law enforcement officials, prosecuting attorneys, representatives of victim assistance programs, and representatives of organizations and agencies dealing with wildlife and conservation. The first three types of speakers generally favored the legislation, while the representatives of wildlife and conservation groups opposed the diversion of funds currently used to manage and enhance fish and wildlife resources and support education of hunters. Copies of written testimony submitted are also included.
