Using a question-and-answer format, this paper discusses the pattern and impact of crimes against the elderly, crime prevention programs for the elderly, victim services for the elderly, domestic abuse of the elderly, sentencing in crimes against the elderly, and how to deal with consumer fraud and con games against the elderly.
Abstract
A review of patterns of victimization of the elderly notes that while the elderly do not have a high rate of crime victimization compared to other age groups, the consequences of victimization (physical injury, emotional impact, and loss of critical finances and assets) are greater for the elderly than any other age group. They are also the age group most vulnerable to certain crimes, such as purse snatching and con games. Another section outlines the special services available to the elderly to help prevent crime or reduce their fear of it. Programs described include police crime prevention efforts, escort services, direct deposit of social security checks, security surveys, provision of free security hardware and installation, and participation of the elderly in block watch programs. Special victim services for the elderly are also identified, notably special police treatment, special counseling, and medical treatment. Special provisions for the elderly in victim compensation programs are also reviewed, followed by a detailed discussion of domestic abuse of the elderly and statutory requirements for reporting such abuse. Concluding sections focus on the prosecution and sentencing of those who commit crimes against the elderly and what elderly victims can do about consumer fraud and con games.
