Developed to support the application of the Montgomery County Police (Maryland) Automated Records Management System (ARMS), this procedures manual contains field reporting instructions, the Event Code Classification Index (ECCI), a Maryland Automated Accident Reporting System (MAARS) manual, and a code dictionary.
Abstract
Section One on field reporting instructions first lists the titles of all basic report forms and provides instructions on completing them. Rules governing information that must be entered on the forms are included. This section also describes the ECCI, the primary reference tool for all reporting officers to use in determining how to classify a verified event according to the requirements of State and Federal Uniform Crime Reports standards. Rules for classifying events and a dictionary are provided. Other areas covered in the field reporting instructions include event clearance and status activity codes, reporting procedure responsibilities, witness information, and reporting information on modus operandi, suspect descriptions, and value of stolen or recovered property. The manual also gives instructions for additional report forms, such as missing persons reports, crime laboratory transmittals, and special reporting procedures. The MAARS manual is a reference and instruction guide for the new statewide Motor Vehicle Accident Report developed to provide more comprehensive and uniform information. An abbreviated version of the ARMS code dictionary concludes the manual.
