The aim was to examine the relevance of national juvenile justice standards for the police handling of juveniles and to formulate recommendations for the police that consider the national standards as well as local problems and needs. The study included a review of statutory and constitutional issues relevant to processing juveniles through the juvenile justice system and collection of data from the police, courts, and probation office. Policy recommendations were made to help improve the performance of the Arlington Police Division in handling juveniles. Recommendations focused on the role and workload of juvenile police officers, station house adjustments, police response to groups of youths, confiscation of alcohol, prosecutions of juvenile cases, and diversion. Also covered are letters of warning, the relationship of the police to the schools, recordkeeping, physical space in the police station, and the police procedures manual for handling juveniles. Appendixes include a review of Arlington Police Vandalism Reports, 10 tables, and the procedures manual.
