The seminar, designed for groups of 6 to 10 police chiefs who have not established effective crime prevention programs, has three primary objectives: (1) to present the fundamentals of crime prevention and show the role of these strategies in crime control efforts; (2) to describe the benefits derived from using crime prevention strategies; and (3) to provide guidelines for establishing and strengthening community crime prevention. The seminar focuses on four key areas: the need for administrative support, a proactive approach to crime control, the benefits of community crime prevention, and the initiation of neighborhood watch programs. Crime reduction strategies, including interruption, incapacitation, elimination of causes, and reduction of opportunities, are discussed. Also examined are crime prevention benefits to police chiefs (job security, positive policing, and success), to police departments (reductions in crime and more effective crime management) and to police and the community (improvement in community relations and economic conditions, establishment of official and citizen support, and enhancement of quality of life). A list of the range of services provided by Crime Watch staff to Pennsylvania communities is provided, including basic and advanced crime prevention courses and various types of technical assistance.
