Any correctional decisions about setting, however, would be constrained by punishment requirements. This approach would limit judicial sentencing discretion and allow more discretion for corrections officials, who are better positioned in the system to determine the risk and appropriate correctional setting for offenders. Offender management decisions would be based on humaneness, knowledge about program effectiveness with particular offender types, cost containment, and public protection. Under the proposed limited risk control system, community supervision would be structured by general and specific conditions enforced by supervisory officers. Supervision would be characterized as intensive, regular (subdivided into close and medium), and reduced (subdivided into minimum and administrative). Clear supervisory goals would be stated for each offender at the outset of supervision. Objectives in reaching the goals would be precise and measurable. Risk control would be promoted in all supervisory tasks. The administration and implementation of such a system are discussed. 83 footnotes.
