Sergeant R. C. Holmes focuses on the problem of child abuse and delinquency, advising that government and service agencies at all levels should give crime prevention high priority. Funding for preventive social service programs is recommended. The need to support multidisciplinary team approaches and public involvement in a range of services is also emphasized. Testimony of previous witnesses is selectively reviewed. Efforts to prepare police officers for a changing role in society are briefly described. Selected material from a Canadian crime prevention project and the Adolescent Diversion Project of the University of Illinois at Urbana-Champaign are discussed. A team approach to child abuse cases in Manitoba which mandates cooperation among medical and social services and police forces is described. Questions from committee members focus on poverty, alcoholism, family life, problems in achieving cooperation among service providers, police training, and police and school relations.
