This review of demographic data on male and female blacks and Hispanics in Wisconsin correctional facilities as of June 30, 1984, provides information on age, marital status, sentence length, district of sentencing court, criminal history, rehabilitation program needs, assaultive tendency, prison security level, and prison discipline record.
Abstract
Although 3 years of statistics are presented, most of the discussion centers on 1983. Compared to the general population, blacks and Hispanics are disproportionately represented in Wisconsin's correctional institutions. The typical incarcerated black or Hispanic is 21-24 years of age, male, single, assaultive, and sentenced to 69 months; most blacks were committed from Milwaukee. Both blacks and Hispanics were previously convicted of felonies, and a high proportion previously served time in correctional institutions. Proportionately more were in maximum security than other security levels; they received most of the conduct reports issued. Other descriptive data cover custody ratings, emotional and mental health needs assessments, substance abuse problems, and educational and vocational needs. Because of questions raised by the data, the Division of Corrections will review community corrections data, solicit input from probationers and parolees, and conduct regular data reviews. A followup report is scheduled for August 1985. Extensive tabular data, a map, and a list of admission codes are appended.
