The recommendations are divided into the following categories: public education, enforcement, prosecution and punishment, and rehabilitation and therapy. Recommendations include raising the age for buying and possessing malt beverages and wine to 19; increasing emphasis in drivers education classes on the hazards of and penalties for driving under the influence; enacting statues prohibiting the possession of an open container of beer or wine by the driver of a motor vehicle; adopting legislation to ban the advertising of beer and wine on television and radio, or at least require public service announcements as to the hazards of alcohol abuse and driving after drinking; increasing funding for chemical tests for alcohol training; expanding impaired driving enforcement programs across the State; adopting legislation to encourage North Carolina newspapers to publish the names and addresses of persons convicted of impaired driving; enacting statutes calling for immediate 10 day administrative revocation of drivers' license when found operating a motor vehicle with a blood alcohol content of 0.10 percent or more; requiring prosecutors to explain reductions or dismissals of charges of impaired driving; and restricting participation in alcohol and drug education traffic school to only one occasion.
