Attended by officials from the Ministry of Justice as well as academicians and researchers, the seminar included papers by eight attendees. The initial speaker addressed the rift between the researcher and the practitioner and the Swedish Crime Prevention's potential role as a liaison between the two, while the second discussed the wide gap between what is known and what needs to be known to formulate rational criminal policy, citing in particular, the problems with criminal statistics. A third speaker discussed the different definitions of the welfare concept and analyzed the relationship between welfare and crime. Other system-related topics addressed were the reform of the penal system in Sweden in terms of refining the descriptions of crimes and sentences, and an international analysis of correctional programs on an international basis. Other speakers discussed particular crimes or offender groups: crimes against women, white-collar crime, and juvenile criminality.
