The Index crime rate per 100,000 residents decreased by 8 percent in fiscal 1982. There was, however, a 1 percent increase in rape and a 2 percent increase in aggravated assault. Law enforcement officers made 27,422 drunk driving arrests, a 60 percent increase over fiscal 1981 and 153 percent increase over fiscal 1978. Data for drug possession and sales indicate that arrestees were more likely to be adult than juvenile, white than nonwhite, and male than female. The Office of the Public Defender reported a 4 percent increase in total caseload; and trials completed by staff rose by 13 percent. The circuit courts reported a 17 percent decrease in the number of criminal filings; the number of criminal terminations rose by 1 percent. Data from the Division of Parole and Probation and the Division of Correction indicate that the number of persons sentenced to probation and to State correctional institutions is increasing by 8 percent and 10 percent, respectively. In addition, evidence indicates that length of incarceration also may be increasing. Of juvenile court terminations in fiscal 1982, 86 percent (24,306) involved delinquency cases. Of these, 2,760 (11 percent) cases were terminated by institutional placement.
