Transcripts are provided of hearings held to consider H.R. 2319, a bill to transfer parole from the U.S. Parole Commission to the District of Columbia (D.C.) Board of Parole, and H.R. 3369, a modified version of H.R. 2319.
Abstract
Tests of both bills are included; testimony delivered in support of H.R. 2319 by individuals including Delegate Walter Fauntroy and Edward Koren, staff attorney for the American Civil Liberties Union, is presented. A statement by David Clarke, Chairman of the D.C. City Council, identifies two problems with H.R. 2319. The legislation deals only with the parole function: Clarke urges Congress not to lose sight of the need to transfer authority over other segments of the D.C. justice system to the D.C. Government. Second, he suggests that the effective dates of the bill be prolonged to allow the city to adjust its budgetary planning to include the additional costs which will result from the enactment of the legislation. Changes incorporated in H.R. 2319 are noted; the new bill, H.R. 3369, would (1) require separate sentences to be given offenders convicted of Federal and State crimes; (2) require the U.S. Parole Commission to retain parole authority over offenders convicted of violating laws of both the District year of the act's enactment, the District of Columbia to make eligibility determinations and reschedule parole hearings for people brought under the parole authority of the D.C.
