Greater cooperation among Federal, State, local, and foreign authorities produced an increase in the number and quality of Federal drug prosecutions in the 1980's. Moreover, investigators and prosecutors are upgrading investigative methods, increasing their use of conspiracy sanctions, and finding ways to obtain more severe sanctions against traffickers. The report discusses these themes in some detail, first describing current enforcement initiatives of interagency task forces and individual agencies. Joint currency investigations, cooperative programs between the Drug Enforcement Agency and other agencies, and cooperation with foreign countries are covered. The report highlights Federal efforts to interdict and eradicate illicit drugs where they are cultivated, processed, or transported. Most initiatives are centered in Latin America and Asia and involve bans on production enforced by crop eradication. Programs discussed include the National Narcotics Border Interdiction System, Customs Service and Coast Guard efforts to combat smuggling, and cannabis crop eradication in the United States. The final section focuses on Federal foreign and domestic intelligence efforts and training for law enforcement personnel from foreign countries as well as for State and local officials.
