Planning is done in two stages. Initially an ad hoc group identifies the problem, explores community awareness and support, establishes goals and objectives, reviews the methods and evaluates the results of others, determines and evaluates the results of others, determines the response, defines the program needs, prepares the budget, and identifies the sources from which the group can raise funds. During actual campaign planning, the group must establish a fundraising committee, determine the campaign goals, plan publicity, develop audiovisual materials, and meet administrative requirements. A grant proposal should include a cover letter, title page, table of contents, introduction/summary, problem statement, list of goals and objectives, project activities, program evaluation, administrative details, and addenda. Information is presented to help a group approach the business community and private foundations for money. Another source of funds, the membership campaign, requires that a group define its membership goals, determine a relevant theme, decide on a plan of action, develop a prospect list and budget, prepare promotional materials, and plan publicity.
