It contains planning guidance for the seven distinct areas that make up the U.S. Army Military Police School model for planning counterterrorism operations: intelligence; threat analysis; physical, personal, and operational security; authority/jurisdiction; and crisis management. The model specifies that the collection, examination, interpretation, and dissemination of information are concerns of the intelligence gathering system and that one can project the level of terrorist threat to an installation by considering this intelligence within the context of the social, economic, and political climate of an area. Suggestions cover efforts to shore up any weaknesses identified by analysis of the institution's vulnerability to a terrorist threat and specific measures to enhance physical security. According to the model, when threat analysis identifies persons vulnerable to terrorist attack, personal protective measures must then be applied to prevent such attacks, particularly educating vulnerable persons to recognize and act to reduce the threat. Regarding day-to-day operations, the model recommends close examination of the security of communication systems, information activities, and human systems. The authority and jurisdiction of each of the elements responding to the crisis must be fully understood in this model, as authority and jurisdiction dictate the emphasis of the action to be taken by the crisis management team.
