This manual contains information to help the user develop the skill and legal jargon to be an effective physical surveillance specialist.
Abstract
It initially emphasizes the importance of proper descriptions and includes descriptions written in an acceptable legal style. The sample descriptions focus on the residence and neighborhood of the subject, vehicles, the subject and the subject's activity, and the activity of other persons that would be relevant to the subject. Subsequent chapters explain pretexts, making a positive identification of the surveillance subject, the presurveillance check technique, the background investigation, and the actual surveillance. The manual identifies the keys to success in surveillance as details, diligence, and thoroughness. Positioning and 'tailing' are said to be the most important skills for effective surveillance. Lists of surveillance 'do's' and 'don'ts' and a sample report of an investigator are provided. The evidence gathered in the surveillance is described as the end product of the investigation and includes the surveillance report, supportive documents, and filmed evidence. Sample surveillance reports are presented.
