Quebec's crime victim compensation program has received positive comments from victims it has benefited, even though some chanqes have been suggested and are in the process of being implemented.
Abstract
The Quebec crime victims compensation scheme, IVAC, was established in 1971. It compensates victims of violent crime or their dependents who apply for compensation within a year of the assault. The amount of compensation is based on the victim's income at the time of the assault or, if the victim was not employed, on the minimum wage. IVAC lawyers study applications to determine eligibility. Compensation officers work with physicians to determine the compensation for eligible victims. A social rehabilitation service assesses the victim's personal situation and provides both direct services and referrals. Data on the program's clients and their views came from a review of records and interviews with 24 victims. Victims appreciated the money but wanted additional help with their personal problems resulting from their victimization. The cost of the program is a concern, and alternative sources of financing should be considered. Coordination with other organizations also needs improving. Data tables, notes, and appendixes presenting methodological information and the data collection instruments are supplied.
