The FBI's preventive and reactive efforts were detailed, with emphasis on its working relationship with other Federal and local law enforcement agencies and activities to gather and analyze intelligence concerning terrorist groups. The State Department's role in the Interdepartmental Group on Terrorism (the Federal Government's overall policy group) was explained.
