The role of the FPS is reviewed, and guards' conduct on duty is examined. Attention is focused on performance requirements, grooming, proper dress, and on care of uniforms and equipment; grounds for dismissal of contract guards are highlighted. Recordkeeping and reporting are discussed with consideration given to signing in and out, filing reports, interviewing, obtaining descriptions, writing good reports, and answering five key questions -- who, what, when, where, and why. Basic guidelines for dealing with people are supplied; suggestions for working with GSA officials and with occupant agencies and for using the telephone are provided. The use of firearms and other equipment, including handcuffs, batons, and radios, is examined. The various types of posts and patrols are identified; recommendations for answering both routine and emergency calls and for checking suspects are included. Access control systems and alarm systems are examined, and ways to prevent and control fires are delineated. The need for the contract guard to have an understanding of the law is identified, and suggestions for enforcing the law are offered. Finally, the handling of special situations and emergencies is outlined, steps in emergency first aid are identified, and guidelines for flying the flag are provided. Five illustrations are included.
