The policing process is described in terms of a pyramid having three levels with its base in the community. Each level represents an ascending level of police responsibility, with the Chief Officer at the apex. The response to the community is portrayed as an inverse reflection of the pyramid, with the apex of each pyramid adjoining. Attention is focused on the compendium of organizations, associations, and homogeneous groups with which members of the GMP maintain close links. These include community associations, tenant and resident associations, women's guilds, schools, youth clubs, senior citizens organizations, ethnic groups, local media, and members of the public. Also discussed is the subdivision, the policing level at which most of the face-to-face interactions between a police officer and members of the community occur. Area, patrol, traffic, detective, divisional training, and special constables are described, as are other officers such as section station officers, plain clothes officers, and local intelligence officers.
