A model is constructed for the financial appraisal of book security systems (BSS) using discounted cash flow methods. The assumptions are clearly stated to permit the adoption of the model when circumstances differ.
Abstract
Application of the model to Berkshire County Libraries finds that a BSS would save almost one-half million pounds. The sensitivity of this result to the data used is tested, and the financial desirability of a BSS found to be robust. Finally, the important decision of choosing between rival BSSs is discussed, and it is argued that previous proposals for the financial appraisal of rival BSSs have used inferior techniques.
