This report provides information about all of the research work regarding police traffic radar completed by the National Bureau of Standards (NBS) under an Inter-Agency Agreement with the National Highway Traffic Safety Administration (NHTSA).
Abstract
Chapter 1 provides an overview of the current status of police traffic radar for speed enforcement. It summarizes the Federal government's activity in this area since 1977 and reiterates NHTSA's recommendations regarding the future use of radar for speed enforcement. Chapter 2 discusses the recent proposed rulemaking activity for performance standards for police traffic radar as they were published in the Federal Register (46 FR 2097). However, the Agency has decided to terminate the rulemaking process. In place of a performance standard, model performance specifications are being published. The rationale for changes the Agency has made in the proposed performance standards before they are being released in the form of model performance specifications are included in this chapter. Chapter 3 presents the actual model specifications for police traffic radar, along with recommended procedures whereby radar devices can be tested to assess whether they meet the proposed guidelines.
