This text describes the juvenile delinquency problem in South Carolina, identifies juvenile delinquency factors, and presents an approach for modifying social conditions that promote delinquency.
Abstract
Basic principles for delinquency prevention programming are detailed: people are viewed as the agents of change, youth involvement is essential in prevention programming, and public awareness and education can promote healthy attitudes and enhance citizens' ability to prevent delinquency. Goals of awareness, education, and resource development are highlighted; strategies and target areas for impacting delinquency are discussed. Attention focuses on the home, school, and community as well as on youths themselves. The responsibilities assumed by the South Carolina Department of Youth Services are delineated, including the coordination of State and local delinquency services, leadership in statewide strategies for delinquency prevention, and support for local prevention programming. Additional areas for which funds will be sought are itemized, including law-related education, community delinquency prevention councils, parenting training, and neighborhood crime watch committees. Regional and local implementation of the plan are examined, and examples of the types of activities envisioned are provided. Appendixes provide a map of Department of Youth Services regions, list program resources in each region, and include the delinquency prevention survey instrument.
