This address highlights South Carolina Governor Richard Riley's support for legislative proposals dealing with issues pertaining to victims, law enforcement, highway safety, driving under the influence, children and the courts.
Abstract
Attention focuses on victim compensation, missing children and missing persons, mopeds, safety belts, jury pools, indigent defense fees, uniform magistrates' pay, coroners, and drug forfeiture amendments. Also discussed are State Law Enforcement Division laboratory improvements, the handgun waiting period, reduction in the homeowner's insurance premium, criminal sexual conduct with minors, and videotaped testimony in child abuse cases. The Individual and Family Grant Program is addressed; proposals to raise the minimum age for purchasing beer and wine, to establish unlawful blood alcohol content levels, and to strengthen implied consent are also described.
