Police productivity is discussed with reference to performance evaluation, impediments to productivity, policy styles, police organization, program management, calls-for-service and referral management, case management and followup, and time and task management. Steps for implementing a departmentwide program are described. These include appointment of a steering committee, self-assessment, operations analysis, goal assessment, definition of productivity levels of units, comparative analysis of productivity levels of present approaches and those recommended in the manual, implementation of new models, redefinition of unit roles to meet program management system criteria, performance monitoring, implementation of a directed activities program, and implementation of integrated criminal apprehension or similar approach to organizational development. Assessment formats and guidelines for these tasks are provided. Productivity-oriented strategies and techniques for police juvenile services are presented in four major categories: administration and support services, patrol, investigation, and crime prevention. Specific strategies outlined include referral services, volunteer programs, juvenile citations, school neighborhood block programs, and incentive programs, among others. Appendixes include self-assessments, sample forms and reports, and standards for police juvenile operations. Also included are 16 references.
