This 1983 annual report of the Minneapolis Police Department highlights departmental organization; achievements; and statistical measures of service demand, operations, and performance.
Abstract
After a brief listing of city demographics, a mayor's letter reviews the significant achievements of the police department for 1983. Recipients of departmental and citizen awards are listed, along with the names of sworn personnel who retired or died in 1983. The report then describes the work of a panel established to study the procedures and actions of the Internal Affairs Division of the department. Also discussed are the major objectives achieved by the Police Assistance Program, an employee assistance program designed to address officers' personal problems. Statistical presentations are organized to portray (1) the service demand in 1983 (dispatches, major offenses, traffic accidents, and victim characteristics), (2) departmental organization and operations (operating costs and personnel, bureau operations, and personnel distribution), and (3) departmental performance (arrests, clearances, dispositions of complaints against police, and police crime prevention).
